Malta's MPRP gives permanent residence straight away for a package of assets, housing, a government contribution and fees. It is not a passport programme, and applications from Russian and Belarusian nationals are currently not accepted.

Who it suits

  • You want EU permanent residence without a minimum stay.
  • You can fund the full family package, not just the €500K asset test.

Who it doesn't suit

  • You hold an RU or BY passport.
  • You expect a passport after a few years without living in Malta.

Russian and Belarusian passports

Residency Malta currently does not accept MPRP applications from Russian and Belarusian nationals. We are re-verifying the official notice.

Steps

  1. Confirm passport eligibility and the full package cost for the family.
  2. Appoint a licensed Maltese agent.
  3. Pay the admin fee and submit the application with due diligence documents.
  4. After approval, buy or lease the property, pay the contribution and donation.

FAQ

Is the Malta golden visa open in 2026?

MPRP is open to most nationalities, but not to Russian and Belarusian citizens at the moment.

What is the minimum investment?

Assets of €500,000 (€150,000 liquid), plus a property purchase from €375,000 or a lease from €14,000 a year, a €60,000 admin fee, a €37,000 contribution and a €2,000 donation. We are re-verifying the current fee schedule.

Can Russian or Belarusian citizens apply?

No — Residency Malta does not currently accept RU/BY applications.

Does MPRP lead to citizenship?

MPRP gives permanent residence, not a passport. Naturalisation requires real residence in Malta and is a separate process.

Do I need to live in Malta?

There is no minimum stay to keep MPRP status, but you must keep the qualifying property or lease.
